Clinton County, Missouri • LiDAR + Aerial Analysis
What This Tool Does
This map provides the first comprehensive, data-driven road quality assessment ever produced for Clinton County. Every county road has been scored using two independent sources of remote sensing data — without a single road crew leaving the office.
How to Use This Map
• Click any road to see its PASER rating, LiDAR score, AI surface assessment, and specific distress types identified.
• Orange and red roads (PASER 1-2) are candidates for priority maintenance or reconstruction.
• Conflict flag ⚠ in a popup means LiDAR and imagery disagree — worth a physical inspection.
• Use ESRI Satellite base layer to visually verify road conditions.
Data is for prioritization purposes only and does not replace engineering judgment. Last updated June 2026.
PASER Rating Scale
The Pavement Surface Evaluation and Rating (PASER) system is the national standard for gravel road condition assessment, developed by the University of Wisconsin.
5 — Excellent
New or recently maintained. Good crown, clean drainage, full gravel cover. No maintenance needed.
4 — Good
Minor surface wear. Adequate crown and drainage. Routine grading sufficient.
3 — Fair
Traffic effects visible. Some washboarding or minor rutting. Needs routine maintenance within 1-2 years.
2 — Poor
Significant deformation. Poor drainage. Major gravel loss or erosion. Needs priority attention.
1 — Failed
Road barely passable. Severe erosion or structural failure. Immediate action required.
County Summary
Total roads assessed1,409 miles
Road segments scored3,420
LiDAR data vintage2020 / 2021
Imagery data vintage2023
Conflicts detected262 segments
Data Sources
LiDAR Elevation (2020/2021) — Aircraft laser scan data from MSDIS at 1-meter resolution. Measures crown height, cross slope, and drainage geometry.
Both sources are combined into a single PASER rating. Where they agree, confidence is high. Where they disagree, the road is flagged for inspection.
