This map provides the first comprehensive, data-driven road quality assessment ever produced for Clinton County. Every county road has been scored using two independent sources of remote sensing data — without a single road crew leaving the office.

The Pavement Surface Evaluation and Rating (PASER) system is the national standard for gravel road condition assessment, developed by the University of Wisconsin.

LiDAR Elevation (2020/2021) — Aircraft laser scan data from MSDIS at 1-meter resolution. Measures crown height, cross slope, and drainage geometry.

Aerial Imagery (2023) — Missouri statewide 6-inch aerial photography analyzed by AI. Identifies gravel loss, rutting, washboarding, vegetation encroachment, and crown loss.

Both sources are combined into a single PASER rating. Where they agree, confidence is high. Where they disagree, the road is flagged for inspection.
