PASER Rating Scale
The Pavement Surface Evaluation and Rating (PASER) system is the national standard for gravel road condition assessment, developed by the University of Wisconsin.
5 — Excellent
New or recently maintained. Good crown, clean drainage, full gravel cover. No maintenance needed.
4 — Good
Minor surface wear. Adequate crown and drainage. Routine grading sufficient.
3 — Fair
Traffic effects visible. Some washboarding or minor rutting. Needs routine maintenance within 1-2 years.
2 — Poor
Significant deformation. Poor drainage. Major gravel loss or erosion. Needs priority attention.
1 — Failed
Road barely passable. Severe erosion or structural failure. Immediate action required.

Data Sources
LiDAR Elevation (2020/2021) — Aircraft laser scan data from MSDIS at 1-meter resolution. Measures crown height, cross slope, and drainage geometry.
Aerial Imagery (2023) — Missouri statewide 6-inch aerial photography analyzed by AI. Identifies gravel loss, rutting, washboarding, vegetation encroachment, and crown loss.
Both sources are combined into a single PASER rating. Where they agree, confidence is high. Where they disagree, the road is flagged for inspection.
